MOSCOW (MRC) - Kazakhstan's entrepreneurs from 15 December will be able to import products at reduced duty, applied under the frame of the accession to the World Trade Organization (WTO), said LS, citing a statement of acting Deputy Chairman of the National Chamber of Entrepreneurs "Atameken" (NCE) Dana Zhunusova at press conference.
She recalled that the fees will be reduced for 3,877 commodity positions, of them 1,347 in 2016. "Given that we are still in the EEU (Eurasian Economic Union), our partners were concerned about the risk of re-exports of goods into their territory. It was decided that Kazakhstan would not export the goods, which entered into the territory of the republic at reduced duties, "- she explained.
Thus, while importing goods, Kazakh carriers will have to specify in the declaration the further actions - whether their products will stay in the country or be further exported into the territory of the EEU. In the first case, the entrepreneur will pay reduced fees from 5% to 50%.
If the goods will be exported to the territory of the Union, then he has to pay higher taxes, accepted in EEU.
"Kazakhstan is committed to create a national system of accounting for goods, which should ensure the traceability of goods in circulation on the territory of Kazakhstan and countries of the Union" - added Zhunusova.
However, the participating States of the Eurasian Economic Union are discussing the unification of tariffs at the level adopted by Kazakhstan for entry into WTO. Zhunusova noted, that goods with small difference in rates can be possibly taxed by the common customs tariff. "This will reduce small administrative barriers that may arise when follow-up products, "- she explained. However, in this situation, added D. Zhunusova, Kazakhstan has to decide whether it is ready to drastically reduce tariffs.
"We consider a complete list of 3,877 products. Select those that are made in Kazakhstan and we know sensitive products. For them, a sharp reduction of duties would not have a very positive effect, "- she believes.
Ministerial meeting of the WTO, where Kazakhstan will be formally recognized as a member of the organization will be held on 15 December in Nairobi (Kenya).
